Carlos Garcia, founder of RCS Corporation, received the honor to be the commencement speaker for Aiken Technical College’s 2016 graduation ceremonies. Garcia is also the chairman of the Aiken County Commission for Technical and Comprehensive Education, the governing board for Aiken Technical College.
