Job Description

We need a Program Portfolio/Program/Project Analyst to provide support to the HAC Technology Center. PPP requirements are a BS and 5 years of experience or MS and 3 years of experience.  

This position requires at least a Secret Clearance and although it will be mostly virtual work, the person filling this position will need to be in the DC area because the HAC manager that they will be supporting does need them to come into the office occasionally. 

Below are general PPP duties and bit more on what HAC focuses on (would be great if folks you put forward would have some experience/education in biological and/or chemical threats, the position does deal a fair amount with pandemic threats in addition to terrorist threats).  

The DHS S&T Hazard Awareness and Characterization Technology Center (HAC-TC) coordinates S&T’s efforts to understand current, emerging, and future chemical, biological, and explosive (CBE) hazards. The HAC-TC provides critical subject matter expertise and maintains enduring scientific capabilities to understand the fundamental characteristics and properties and effects of CBE agents, materials, and related technologies.  

PPP Analysts general activities include:

•    Will be required to assist with defining requirements; provides input to project scope, schedule and budget based on an understanding of the program lifecycle. 

•    Assist in maintaining changes to project baselines; monitors deliverables; assess documents, plans and applications; conducts quality reviews of projects and tasks. 

•    Prepares presentations and other materials to support project functions. 

•    Leads activities to identify project risks and assist in the development of mitigation plans. Drafts correspondence, reports, white papers, minutes, spreadsheets, communications products, briefs, and other documentation. 

•    Maintains and tracks action items and participates in meetings. 

•    Will be required to support the development of procurement requests to include having and applying practical knowledge of the acquisition process as outlined in the Federal Acquisition Regulation in order to formulate various acquisition approaches. 

•    Assist in drafting various documents supporting a procurement.  

•    Will be relied upon to provided technical and procurement guidance.
