RCS Corporation has an immediate need for 2 Senior Procurement Specialists in Carlsbad, NM.  Remote working may be considered. This is a contract assignment. Travel and temporary living expenses to be reimbursed per DOE policies. Working Hours are on a 4/10 basis.

Summary
We are currently seeking a candidate to handle the Accounts Payable (AP) duties in our company. AP experience is definitely preferred, but if we were to find a bright, energetic, entry level candidate with accounting experience who is willing to learn, that could be a fit for this position.

Job Description

Working under the responsibility and direction of the NWP Procurement management, you will perform subcontract administration duties including but not limited to:

• Perform needs analysis in assisting in the development of acquisition requests.

• Perform acquisition planning for fulfilling purchasing needs and develop overall strategy for managing the acquisition.

• Conduct Request for Proposal (RFP) preparation, bid analysis, cost/price analysis, and source selection process including lead technical evaluation team, negotiate, award, and administer purchase orders and subcontracts for construction and specialized products and services, including the ability to process complex procurements for manpower and facility requirements.

• Provide support to focus on close-out of subcontracts for transition to permanent records holdings.

• Organize/update and retain purchase order/subcontract records.

•  Review invoices and work with Accounts Payable for timely payment to subcontractors.

*Work will be performed onsite at the Carlsbad NM office however remote working may be considered.

Education and Experience Requirements

Education:  A Bachelor’s degree in related field with an emphasis in specialty area is preferred; however, a combination of education and relevant experience wherein the skills and abilities to perform the position’s duties and accountabilities have been adequately demonstrated is acceptable.

 

Experience:  

Minimum of 10 years’ experience or more in government procurement, contracting or related field with experience in Federal Contract Management working with Department of Energy, (DOE) or Department of Defense (DOD).

Knowledge and understanding of Federal Acquisition Regulation (FAR), Department of Energy Acquisition Regulations (DEAR), and Federal Travel Regulations (FTR).

Experience with Construction Contracts, Services, Staff Augmentation, Engineered Equipment, and Fabrications.

Knowledge and ability to perform Cost/Price Analysis and Cost Realism analysis

Experience in conducting negotiations

Knowledge and ability to write justification for award documents and negotiation memorandums

CPCM, or Core FAC certifications such as APDP Level II or DAIWA Level II are a plus
