RCS has an immediate need for Subject Matter Experts, level I located in Washington, D.C. These are full-time assignments supporting a project with the Department of Homeland Security. Local candidates are preferred.

Job Summary

A SME provides insight and advice concerning strategic direction and applicability of current, industry standard or innovative solutions based on in-depth understanding of the latest developments relevant to a specialized functional area. Responsible for providing high level vision to program/project manager or senior leadership to influence objectives of complex efforts. Provides guidance on the functional procedures/processes/policies reflecting detailed knowledge of functional areas. May lead in-depth research in support of studies and analyses.

Positioning, Navigation and Timing (PNT) 

Experience with GPS technology, wireless communications and positioning, navigation aides etc. The focus of this position will be guiding research related to resilience of the PNT network and systems. Geospatial background is what we’re looking for especially if people have worked with wireless network positioning systems, or satellite (GPS) positioning systems and/or navigation aids and systems (LORAN etc.)

Electromagnetic Pulse and Geo-Magnetic Disturbance (GMD)

EMP and GMD events have the potential to disrupt or permanently damage electrical components and systems within the critical infrastructure sectors (e.g., industrial control systems, large power transformers, network routers, traffic controllers, and radio receivers/transmitters) and large-scale infrastructure (e.g., the electric power grid, communication networks, satellite networks and interstate pipelines). We are looking for someone with experience or training in EMP/GMD impacts on these types of systems and if they have done any DoD experience with hardening systems to address this threat, that would be great. The research supported by this SME I will look at how DoD concepts can be adapted to affordable EMP/GMD impact system hardening that is affordable for state/local/private providers in these sectors. The DoD measures of protection have generally been found to be cost prohibitive for implementing in the state/local/private infrastructure sector.

Required Qualifications:

  • SME I- Advanced Degree or such equivalent credits/certifications + 5 years of relevant experience or 10 years of relevant experience (Candidate with degree is preferred)
  • Experience with ServiceNow, as the position will work to define workflows, extract and define requirements to be given to ServiceNow developers.
  • Excellent interpersonal and communication skills, as this position is client facing.
  • Science/Engineering degree highly preferred
  • Experience supporting government projects, especially with the DHS.
